Skills teach order. MCP does the permitted action

Markdown faces a running process. Most products need both. Do not hide an API inside prose.

A skill decides whether to act and in what order. MCP touches tickets, databases, the browser, or a billing API. If you are unsure, write the skill first. Promote a step to MCP only when it must touch a system outside the working tree.
